The take
RuPay Millennial is PNB's youth-targeted entry card: ₹399 joining, ₹999 a year (waived above ₹1 lakh of the preceding year's spend), on a ₹5 lakh gross annual income floor — one of the lower income bars on PNB's shelf. It claims a "Domestic and International Lounge Access Program," which is the cheapest international-lounge claim on PNB's non-salary shelf by joining fee, but PNB does not publish a visit count, guest policy or network for it any more than it does for RuPay Select or Platinum. The rest of the stack leans lifestyle rather than travel: insurance up to ₹10 lakh, a premium health check-up package, complimentary golf and spa sessions, a complimentary gym membership, and 300 reward points on a first transaction. The ongoing rate is published, though not on this page: PNB's Rewardz programme page gives Millennial 2 points per ₹150, or 0.33% at the ₹0.25 PNB's own MITC assigns a point. If the unquantified lounge claim is what you're after, RuPay Select and RuPay Platinum offer the same unquantified claim for a lower or equal joining fee; Millennial adds gym and health-check perks in exchange for a higher income bar and a real (if small) upfront charge.

PNB publishes NO merchant-category exclusion list for any card on its shelf — not on the product pages, not in the Key Fact Statement, not in the MITC, which mentions merchant categories only to reserve the bank's right to BLOCK a card transacting on restricted MCCs. So this row states the two deviations PNB does document and nothing else; every other category answers "not published" rather than a guess.

What the MITC actually says — the rates, fees and cutoffs the brochure skips.
₹399 to join, ₹999 a year waived above ₹1 lakh of the previous financial year's spend — the only PNB entry card whose add-on carries the same joining fee as the primary. Credit limit ₹50,000–₹10,00,000, or 80% of an FDR of at least ₹65,000. PNB's Rewardz page prices the earn at 2 points per ₹150 (0.33% at ₹0.25 a point) plus 300 points on a first retail or online transaction within 90 days; the product page's own feature list states no ongoing rate at all. The "Domestic and International Lounge Access Program" bullet carries no visit count, guest policy or network. Interest-free period 20–50 days, minimum amount due 5%, cash-advance limit 20% of the credit limit. Fuel surcharge waiver 1% (min ₹12.50) on fills above ₹500 and below ₹4,000, capped ₹350 a billing cycle. The MITC values a point at 25 paise; pnbcard.in/rewards.html still says 50 paise.
