CONFIRMED as a distinct product from the RuPay Metal LUXURA, not a network variant of the same card: PNB's own Visa Metal page prints a different fee (₹4,999 joining / ₹1,999 annual, against RuPay's ₹9,000 / ₹7,500), different waiver thresholds (₹1.5L spend in three billing cycles / ₹6L annual, against ₹2.5L / ₹8L), and a Visa Infinite benefit stack in place of RuPay Ekaa's HoteLux membership — the Visa Luxury Hotel Collection (US$25 F&B credit, breakfast for two, room upgrade, late checkout), Visa Concierge, Agoda up to 30% off capped US$200, ITC 3-for-2 nights, Elivaas villas, and one complimentary international meet-and-greet at leading Indian airports. Earn, welcome and milestones are identical to the RuPay twin (4 RP/₹100 worth ₹1, 20,000-point welcome, the same three milestone tiers), and so is the headline: 0% forex markup and unlimited complimentary domestic AND international lounge access. At under half the RuPay card's joining fee for the same nil-forex, unlimited-lounge core, this is arguably the better-priced of PNB's two metal cards — and, on a ₹1,50,000/month eligibility bar, the one a reader is more likely to actually clear.

PNB publishes NO merchant-category exclusion list for any card on its shelf — not on the product pages, not in the Key Fact Statement, not in the MITC, which mentions merchant categories only to reserve the bank's right to BLOCK a card transacting on restricted MCCs. So this row states the two deviations PNB does document and nothing else; every other category answers "not published" rather than a guess. The one category- shaped fact worth its own row here is forex: PNB's Key Fact Statement carves this card out of the 3.5% markup by name — "Nil markup for PNB metal card 'Luxura' (RuPay/VISA) & 3.50% markup for all other card".

The cheaper of PNB's two metal cards and, like its RuPay twin, the joining fee is conditional rather than prepaid: ₹4,999 + GST "will be charged only if total spend on the card is less than ₹1.5 lakh within three billing cycles from the date of activation OR an activated card is closed within 90 days". The ₹1,999 + GST annual fee is waived above ₹6 lakh of annual spend — against ₹9,000 / ₹7,500 and ₹2.5 lakh / ₹8 lakh on the RuPay metal, so this SKU is materially easier on both counts for the same nil-forex, unlimited-lounge core. Earn, welcome and milestones are identical to the twin: 4 Reward Points per ₹100 (PNB prices them at ₹1, so 1%), 3X on travel and dining, 20,000 points on ₹50,000 of spend within 90 days, then 10,000 / 14,000 / 26,000 points at ₹5 lakh / ₹10 lakh / ₹15 lakh. Where they differ is the benefit stack — Visa Infinite's Luxury Hotel Collection, Visa Concierge, an ixigo discount grid and GHA DISCOVERY status, in place of the RuPay card's HoteLux membership and golf. Credit limit ₹1,00,000–₹50,00,000. Card replacement ₹4,000 + GST. Fuel surcharge waiver 1% (min ₹12.50) on fills above ₹500 and below ₹4,000, capped ₹350 a billing cycle.
