The take

A public-sector bank putting out a nil-forex, unlimited-lounge metal card is new territory, and LUXURA on RuPay earns its place: 0% forex markup (PNB's own KFS states it flatly — "Nil markup for PNB metal card 'Luxura'... & 3.50% markup for all other card"), unlimited complimentary domestic AND international lounge visits, 3X points on travel and dining, and a HoteLux Elite Plus membership stacking breakfast, room upgrades and up to US$200 in dining/spa credit across Hyatt, Hilton, Marriott, IHG, Accor, Four Seasons, Aman and Rosewood. Add ITC's 2+1 hotel nights, 1+1 dining and spa, four golf rounds a year, ₹50 lakh personal-accident cover and ₹1 crore air-accident cover, and the ₹9,000 joining fee reads as fair for the stack — especially since it is reimbursed outright if you spend ₹2.5 lakh in the first three billing cycles. The catch is the currency: PNB Reward Points redeem at a flat ₹0.25 with zero transfer partners published anywhere on pnbcard.in, so the 4%-looking earn is really 1% cash-equivalent — competitive with entry cards, not with the super-premium metal it shares a shelf with. PNB publishes NO merchant-category exclusion list for any card on its shelf — not on the product pages, not in the Key Fact Statement, not in the MITC, which mentions merchant categories only to reserve the bank's right to BLOCK a card transacting on restricted MCCs. So this row states the two deviations PNB does document and nothing else; every other category answers "not published" rather than a guess. The one category- shaped fact worth its own row here is forex: PNB's Key Fact Statement carves this card out of the 3.5% markup by name — "Nil markup for PNB metal card 'Luxura' (RuPay/VISA) & 3.50% markup for all other card".

The ₹7,500 + GST annual fee is waived above ₹8 lakh of annual spend. Nil forex markup is the headline and PNB states it flatly in the Key Fact Statement. Earn is 4 Reward Points per ₹100, which PNB itself prices at ₹1 — a 1% return, and the reason the 4-points headline overstates the card. 3X on travel and dining. Welcome 20,000 points on ₹50,000 of spend within 90 days of activation; milestones 10,000 points at ₹5 lakh, 14,000 at ₹10 lakh and 26,000 at ₹15 lakh of annual spend. Credit limit ₹1,00,000–₹50,00,000. Card replacement is ₹4,000 + GST, an order of magnitude above the ₹200 PNB charges on its RuPay shelf. Fuel surcharge waiver 1% (min ₹12.50) on fills above ₹500 and below ₹4,000, capped ₹350 a billing cycle.
